Summary


🇬🇧 This report proposes an operational definition of artificial intelligence to be adopted in the context of AI Watch, the Commission knowledge service to monitor the development, uptake and impact of artificial intelligence for Europe. The definition, which will be used as a basis for the AI Watch monitoring activity, is established by means of a flexible scientific methodology that allows regular revision. The operational definition is constituted by a concise taxonomy and a list of keywords that characterise the core domains of the AI research field, and transversal topics such as applications of the former or ethical and philosophical considerations, in line with the wider monitoring objective of AI Watch. The AI taxonomy is designed to inform the AI landscape analysis and will expectedly detect AI applications in neighbour technological domains such as robotics (in a broader sense), neuroscience or internet of things. The starting point to develop the operational definition is the definition of AI adopted by the High Level Expert Group on artificial intelligence. To derive this operational definition we have followed a mixed methodology. On one hand, we apply natural language processing methods to a large set of AI literature. On the other hand, we carry out a qualitative analysis on 55 key documents including artificial intelligence definitions from three complementary perspectives: policy, research and industry. A valuable contribution of this work is the collection of definitions developed between 1955 and 2019, and the summarisation of the main features of the concept of artificial intelligence as reflected in the relevant literature.

🇪🇸 Este informe propone una definición operativa de inteligencia artificial que se adoptará en el contexto de AI Watch, el servicio de conocimiento de la Comisión para supervisar el desarrollo, la captación y el impacto de la inteligencia artificial en Europa. La definición, que se utilizará como base para la actividad de monitoreo de AI Watch, se establece mediante una metodología científica flexible que permite una revisión regular. La definición operativa está constituida por una taxonomía concisa y una lista de palabras clave que caracterizan los dominios centrales del campo de investigación de IA, y temas transversales tales como aplicaciones de consideraciones anteriores o éticas y filosóficas, en línea con el objetivo de monitoreo más amplio de AI Watch . La taxonomía de IA está diseñada para informar el análisis del paisaje de IA y se espera que detecte aplicaciones de IA en dominios tecnológicos vecinos como la robótica (en un sentido más amplio), la neurociencia o Internet de las cosas. El punto de partida para desarrollar la definición operativa es la definición de IA adoptada por el Grupo de expertos de alto nivel sobre inteligencia artificial. Para derivar esta definición operativa, hemos seguido una metodología mixta. Por un lado, aplicamos métodos de procesamiento de lenguaje natural a un gran conjunto de literatura sobre IA. Por otro lado, llevamos a cabo un análisis cualitativo de 55 documentos clave que incluyen definiciones de inteligencia artificial desde tres perspectivas complementarias: política, investigación e industria. Una valiosa contribución de este trabajo es la recopilación de definiciones desarrolladas entre 1955 y 2019, y el resumen de las principales características del concepto de inteligencia artificial tal como se refleja en la literatura relevante.

🇬🇧 The absence of a formal commonly agreed AI definition demanded the development of a process to establish a reference AI definition, and its subsequent operationalisation into a taxonomy and representative keywords, which can be adopted in the AI Watch framework and used in mapping and monitoring activities. The proposed iterative process includes three perspectives: policy and institutional, research, and market, in order to acquire a comprehensive overview about the AI domain. The AI definition adopted by the High Level Expert Group on AI is used as a baseline definition. It is selected based on the review of 55 relevant documentscovering AI policy and institutional reports (including standardisation efforts, national strategies, and international organisations reports), research publications and market reports.
An exhaustive list of the collected documents can be found in the report. The proposed operational definition is composed by a concise taxonomy characterising the core domains of the AI research field and transversal topics; and a list of keywords representative of such taxonomy. As AI is a dynamic field, we propose an iterative method that can be updated over time to capture the rapid AI evolution.
While the baseline definition will be used as the general AI Watch definition of AI, the operational definition has a more functional use. Both the taxonomy and the list of keywords are essential to identify, map and characterise the worldwide AI landscape, one of the monitoring goals of AI Watch. The keywords are used in the initial phase to capture the relevant AI activities and the economic agents behind them. The main utility of the taxonomy is to classify AI activities, and will assist in the mapping of the AI landscape and the
classification of economic agents’ areas of specialisation. Different uses of the keyword list are possible. A narrow use of the list, i.e. selecting only intrinsic-AI terms, allows to identify relevant AI activities, with an expected low proportion of false positives. When the objective is the categorisation of AI-related activities, a
more comprehensive list is more suitable, in order to classify activities in their corresponding taxonomy domains.

🇪🇸 La ausencia de una definición de IA formalmente acordada exigió el desarrollo de un proceso para establecer una definición de IA de referencia, y su posterior puesta en funcionamiento en una taxonomía y palabras clave representativas, que pueden adoptarse en el marco de AI Watch y utilizarse en actividades de mapeo y monitoreo. El proceso iterativo propuesto incluye tres perspectivas: política e institucional, investigación y mercado, con el fin de adquirir una visión general integral sobre el dominio de IA. La definición de IA adoptada por el Grupo de expertos de alto nivel sobre IA se utiliza como definición de línea de base. Se selecciona en base a la revisión de 55 documentos relevantes que cubren políticas de AI e informes institucionales (incluyendo esfuerzos de estandarización, estrategias nacionales e informes de organizaciones internacionales), publicaciones de investigación e informes de mercado.
Se puede encontrar una lista exhaustiva de los documentos recopilados en el informe. La definición operativa propuesta está compuesta por una taxonomía concisa que caracteriza los dominios centrales del campo de investigación de IA y temas transversales; y una lista de palabras clave representativas de dicha taxonomía. Como la IA es un campo dinámico, proponemos un método iterativo que se puede actualizar con el tiempo para capturar la rápida evolución de la IA.
Si bien la definición de línea de base se utilizará como la definición general de AI Watch de AI, la definición operativa tiene un uso más funcional. Tanto la taxonomía como la lista de palabras clave son esenciales para identificar, mapear y caracterizar el panorama mundial de IA, uno de los objetivos de monitoreo de AI Watch. Las palabras clave se utilizan en la fase inicial para capturar las actividades de IA relevantes y los agentes económicos detrás de ellas. La utilidad principal de la taxonomía es clasificar las actividades de IA y ayudará en el mapeo del paisaje de AI y el
